I presume this is Richard Lemmer, rather than Mark Lemmer, racing in a Volkswagen Vento VR6. Not identified the race or circuit, but could it be the 'Scottish Mutual Volkswagen Vento VR6 Challenge'?

It is Mark Lemmer approaching Druids at Brands Hatch in 1994 on his way to winning the title that year.
